CVSA UCR Enforcement Bulletin

The “CVSA UCR Enforcement Bulletin for 2023” provides guidance for enforcing compliance with the Unified Carrier Registration (UCR) system during roadside inspections. Effective January 1, 2023, the bulletin outlines procedures for verifying UCR compliance, including checking for evidence of interstate or international operations, such as log entries, toll receipts, and bills of lading. It clarifies that UCR applies to motor carriers, brokers, freight forwarders, and leasing companies involved in interstate commerce, while intrastate carriers and private motor carriers of passengers are exempt. There is no requirement for UCR credentials to be carried in the vehicle, as compliance can be verified through electronic systems. Violations are documented under the FMCSA code 392.2 for failure to pay UCR fees.
