In order to participate in the UCR program, a state was required by the UCR Act, which is part of the federal highway reauthorization bill known as the Safe, Accountable, Flexible, Efficient Transportation Equity Act, A Legacy for Users (“SAFETEA-LU”), to file an election with the Secretary of the USDOT within three years after the Act became law.
