Request for Nominations for UCR Board of Directors Due July 13, 2026
The Unified Carrier Registration (UCR) Plan Board of Directors is requesting nominations of qualified individuals from each of the Federal Motor Carrier Safety Administration’s (FMCSA) four service areas (as those areas were defined by FMCSA on January 1, 2005) for appointment by FMCSA to the UCR Plan Board of Directors. The nominees must be from among the Chief Administrative Officers of State Agencies responsible for overseeing the administration of the UCR Agreement. The selected individuals will fill four vacancies for terms which begin immediately on appointment and expire on May 31, 2029.
Nominations of or expressions of interest by qualified individuals to be considered by the FMCSA for appointment to fill these four vacancies in the Board of Directors of the Unified Carrier Registration Plan, along with accompanying resumes, must be received on or before July 13, 2026.

Temporary Guidance from UCR
Since launching on May 14, 2026, records for USDOT numbers created in MOTUS have not been provided to SAFER. Both the UCR Plan and motor carriers rely on these numbers to register for UCR.
FMCSA is aware of the problem and has stated that it intends on providing a solution soon. Until the problem is rectified by FMCSA, the UCR Plan recommends that states do not enforce failure to register for UCR against this class of carriers.
Inspector Recognition
The inspector who noted the most UCR violations in May 2026 was Officer Bruce Cheeseboro, Georgia Department of Public Safety. Officer Cheeseboro issued 24 violations.
The Unified Carrier Registration (UCR) Enforcement Subcommittee is pleased to recognize the inspector who issues the highest number of UCR violations each month. An annual award will be awarded to the inspector with the most cumulative violations over the year. The mission of the UCR Enforcement Subcommittee is to increase UCR enforcement, standardize enforcement practices, support enforcement agencies, and provide education and training resources. Policy Spotlight: Incident Response Action Plan (IRAP)
The purpose of the cyber incident response action plan is to provide a structured and systematic incident response process for all information security incidents that affect any of the UCR Plan’s information technology systems, network, or data, including the UCR Plan’s data held or IT services provided by third-party vendors or other service providers.

Education & Training Center: The Registration Implementation Course
The Registration Implementation Course provides an essential overview of the UCR Program. Participants will learn the program’s structure, identify the types of businesses it affects, and understand the authorized actions of participating states. Additionally, the course covers the UCR registration process and fee payments, equipping participants with the knowledge to meet their compliance obligations effectively.

Trump makes changes to steel, aluminum and copper tariffs
President Donald Trump on Monday adjusted tariffs on some steel, aluminum, and copper imports, lowering some tariffs on farming equipment and extending the lower rate to other equipment. In an executive order, Trump lowered tariffs on agricultural equipment, including combines and harvesters, and heating, ventilation, and air conditioning (HVAC) systems, to 15% from 25%.
He expanded the existing category of industrial equipment that is subject to a 15% tariff to include mobile industrial equipment like bulldozers and forklifts — when they’re imported from countries that have a trade deal with the U.S.

Texas drops ban on commercial drivers licenses for temporary farm workers
The Texas Department of Public Safety has resumed issuing non-domiciled commercial driver’s licenses and learner permits to temporary agricultural workers after receiving federal approval under revised U.S. Department of Transportation rules. The move, announced Monday, allows individuals with H-2A agricultural worker visas to once again obtain commercial driving credentials in Texas, effective Monday. The reopening comes less than three months after new Federal Motor Carrier Safety Administration (FMCSA) regulations sharply narrowed eligibility for non-domiciled CDLs, limiting them to holders of H-2A, H-2B and E-2 visas.

Biodiesel Output Rebounds as Trucking Seeks Fuel Cost Relief
Trucking companies can offset higher fuel prices with biodiesel as production of the biofuel rebounds after the federal government finalized its Renewable Fuel Standard volume requirements. Grant Kimberley, executive director of the Iowa Biodiesel Board, pointed to April’s domestic production of 403 million gallons of biodiesel and renewable diesel as a sign the biofuel industry is turning around. Output for January was 258 million gallons.
