Enforcement Partners: Participate in the UCR Awareness Initiative

The UCR Enforcement Subcommittee is asking enforcement partners to participate in the biannual ‎UCR Awareness Initiative, which will be conducted June 7-13, 2026. FMCSA’s New Modernized Registration System (Motus)

FMCSA has asked UCR to reach out to motor carriers, brokers, and other registered entities regarding the upcoming launch of FMCSA’s New Modernized Registration System (Motus) with the following information to ensure a smooth transition to the new System. Please review the information from FMCSA and take action to prepare for the rollout.

It is critical that motor carriers, brokers, and other registered entities log in to the FMCSA Portal now to ensure their Portal accounts are up to date. Failure to take these steps may result in existing registrants being unable to claim their USDOT Number in Motus once the system goes live.

Inspector Recognition

The inspector who noted the most UCR violations in April 2026 was Officer Scott Grimm, Illinois Commerce Commission Police. Officer Grimm issued 26 violations. 

The Unified Carrier Registration (UCR) Enforcement Subcommittee is pleased to recognize the inspector who issues the highest number of UCR violations each month. An annual award will be awarded to the inspector with the most cumulative violations over the year. The mission of the UCR Enforcement Subcommittee is to increase UCR enforcement, standardize enforcement practices, support enforcement agencies, and provide education and training resources. Federal Court Finds Trump’s 10% Global Tariffs Illegal

A federal court ruled May 7 against the new global tariffs that President Donald Trump imposed after a stinging loss at the Supreme Court. A split three-judge panel of the Court of International Trade in New York found the 10% global tariffs were illegal after small businesses sued. The court ruled 2-1 that Trump overstepped the tariff power that Congress had allowed the president under the law. The tariffs are “invalid″ and “unauthorized by law,” the majority wrote.

Carrier CEO: 500 autonomous trucks means ‘greater flexibility’ for drivers

Aurora Innovation, Inc. recently announced the expansion of its partnership with a major carrier, and the beginning of driverless deliveries with a private fleet. Aurora announced Dubuque, Iowa-based carrier Hirschbach Motor Lines, plans to acquire 500 Aurora Driver-powered trucks. The final deal will enable the carrier to aggressively scale its national network with 500 million driverless miles, while establishing a multi-year revenue stream for Aurora valued in the hundreds of millions of dollars.

Request to block non-domiciled CDL rule denied; case heads to court

A request by two separate plaintiffs for a court to stay the enforcement of the federal government’s rule governing issuance of CDLs to most non-domiciled drivers has been denied. The request came from two separate groups of plaintiffs. One is Martin Luther King County in Washington state, more colloquially known as King County, home of Seattle. That was filed in March in the U.S. Court of Appeals for the District of Columbia.
